Abstract

The constitutional reform of 2020 outlined new vectors of child-rearing policy, on the one hand, giving this social institution a clearer content, and, on the other hand, changing its position in the scale of state priorities. This predetermined the modification of educational legislation, its development in line with constitutional novels, as well as the emergence in the legal field of new institutional elements that reflect child-rearing policy. There was another change in the child-rearing component of the educational paradigm, which radically revised the role of the state in matters of child-rearing and returned it the status of a state-significant activity.

In the article, using general scientific, historical, formal-legal, comparative-legal research methods, constitutional novels on child-rearing issues are considered through the prism of value and moral guidelines; a retrospective analysis of the development of this social institution in the system of the Russian state and law is carried out; the current state of the legal regulation of child-rearing issues, as well as the prospects for their legislative unification, are studied.

The author’s vision of the boundaries of the legal impact on child-rearing relations is proposed; the role of the family in shaping the worldview and behavioral matrix of the child is emphasized. Particular attention is paid to the analysis of the challenges facing the child-rearing system at the present time, and the possibilities of law in resisting them.
