Abstract

Constitutional legislation and practice in general proceed from the fact that legislative (representative) authorities, by virtue of electability, are accountable only to the people. At the same time, they are active subjects of evaluating the effectiveness of other public institutions within the framework of parliamentary control procedures, which contributes to improving the overall effectiveness of public authority. This circumstance dictates the need for the legal formalization of the principle of efficiency in the legislative power system by consolidating it in the relevant federal and regional legislation. The purpose of the study is to identify possible approaches to assessing the effectiveness of the activities of legislative (representative) public authorities of the constituent entities of the Russian Federation. The use of general scientific research methods, including analysis and synthesis, the formal legal method, and methods of interpretation of law, made it possible to identify five efficiency criteria related to parliamentary activity: the effectiveness of legislative work; the effectiveness of work with voters; the effectiveness of parliamentary control; the effectiveness of the organization of the work of parliamentary associations; the effectiveness of the work of the legislative body. Proposals have been made to improve the current legislation related to the legal registration and implementation of the principle of efficiency in the system of legislative (representative) power.
