On October 5, 2022, the Institute of Legislation and Comparative Law under the Government of the Russian Federation held an International scientific and Practical Conference — Scientific Readings dedicated to the memory of Professor M. N. Gernet, on the topic: “Criminal Policy in the Context of the Evolution of Society”.
The society's constant evolution determines the transformation directions of the state criminal policy. In his scientific research, Professor M. N. Gernet finds that the significance of various crime factors can be determined only by taking into account the conditions of social life that are subject to permanent change. During the Conference, the participants conducted a scientific analysis of the transformation vectors of criminal policy — taking into account its traditional and emerging attitudes — and highlighted the most pressing issues of the development of criminal, criminal procedure and penal enforcement legislation.
The article presents an overview of the reports made by the participants in the Plenary Session, which are leading representatives of Russian and foreign legal science and heads of state authorities: T. Y. Khabrieva, I. M. Ragimov, I. M. Matskevich, I. I. Rogov, M. Y. Barshchevsky, O. K. Zatelepin, etc. In addition, the main ideas expressed by the speakers and participants of the discussions held during the breakout sessions and round tables of the Conference are reflected: “Moral foundations of criminal policy”; “Legacy of the All-Union Institute of Legal Sciences (ILCL): the origins of criminal law schools of Russia”; “Doctrinal foundations of modernization of mechanisms of criminal law regulation”; “Evolution of legal regulation of criminal procedural activity”; “The concept of penitentiary policy: historical retrospective and current trends”; “Scientists from ILCL (VIYUN) and the Nuremberg Trial”.
