Abstract

The urgency of the problem of the realization of information rights and freedoms of an individual in the context of changes in the quality of information is due to the increase in the turnover of low-quality and unreliable information. The purpose of the study is to reveal the essence of the identified problem and to study the specifics of the exercise of information rights and the nature of their restrictions in the context of ensuring the circulation of reliable, undistorted information. This necessitated an interdisciplinary approach and the formulation of the following tasks: 1) to consider the problems from the point of view of the causes, risks and consequences of mass unreliability, distortion of information; 2) to study the specifics of the implementation of information rights, including in terms of their competition with each other; 3) analyze the effect of the principle of reliability of information, the right to reliable information and other mechanisms to ensure the circulation of reliable information; 4) characterize the category of reliability of information. The methodological basis of the research was the principles of comprehensiveness, integrity, consistency and objectivity. The results of the study. In conditions of growing risks of changes in the quality of information, the main of which are overabundance, unreliability, distortion of information, satisfaction of information needs and requests largely depends on the effectiveness of legal means to ensure the circulation of reliable information. The main difficulty in their implementation is to ensure a balance between compliance with the principle of individual freedom in the field of information circulation and its restrictions in order to protect the interests of the individual, society, and the state. Based on the complexity of solving the problem only by legal methods, especially in the private sphere, it is necessary to supplement them with tools of socio-cultural influence. It is necessary to develop a category of reliable information, the formulation of which is proposed by the author. The main conclusion is that the assertion of reliability as the main attribute of information quality, and then as a universal value category, requires the development of a system of legal, socio-moral, information technology measures.
